Jef Klazen Offers Insight on International Judgment Enforcement in the Daily Journal

The piece explores how international plaintiffs—such as Ukraine-based Zorya Research and Production Enterprises—are increasingly turning to U.S. courts to enforce foreign judgments. Mr. Klazen provided insight into the complexities of enforcing claims against foreign sovereigns, explaining:

“Collecting on a claim against a foreign state that refuses to pay is always challenging due to sovereign immunity and other factors. However, this doesn’t mean claimants are entirely without options: One potential collection strategy would involve pursuing assets of Russian state-owned entities that operate in countries maintaining economic ties with Russia but with sufficiently independent judiciaries, making enforcement of that claim possible. Another option might be to pursue Russian assets frozen by Western governments, although that’s likely to be complicated by political priorities.”
